I see where you’re getting at.
This would be great to farm credits reliably but I don’t think it would be positive for the game. People would stick to their usual mercs instead of trying new ones which is kind of the incentive behind the missions, getting you out of your comfort zone.
I’d propose the opposite of your suggestion, giving you the most missions with your least used mercs vice versa. This way you have to become familiar with ALL mercs to get a rounded set of missions

The reward income for frequently rejected missions shouldn’t be larger than the reward income of consistently accepted missions within the same time period.
To put this statement in perspective, I would give an example:
10 missions were completed over the course of 4 days. The player gets around 15000 credits total for their efforts and not rejecting every mission they encounter.
Compared to another player who did 8 missions and rejected two of one type of mission, and accepting the third of the same type due to high promised rewards. That player lost 2000 potential income for rejecting the first two, while the third one is valued at 1500 credits. Instead of getting 15000 credits that player got 14500.
This would still make players have a reward for getting familiar with the mercs, while being able to “block” missions that would end up wasting your time, which can make the player be able to do more with their classes.
