I would rather they not charge it I don’t really care how much hp I have at that point as long as they heal me after picking me up.

A Phoenix free-rotation is as useful as a Skyhammer rotation. Everyone has Phoenix due to the CW-event anyway.

Nobody can heal with phoenix, how is it useful. 20 hp heals for days.
