There are many reasons why this might be happening. One of the first things you should try to find out is during which part of the cycle the connection stops.
Get a proxy, or use a web-based proxy like http://proxify.net/, to see if the website will load. If it does load then it means that there is something wrong with your IP and either the server hosting the website has a DNS problem and is not accepting connections from it (likely); or your ISP cannot connect to the website server (not likely).
If even through a proxy with a different IP, the website still doesn’t load, then it means that there is something the matter with your computer. I noticed that the website uses javascript and activex controls. It could be that your browser is too old or has been corrupted and cannot render the website. It could be that you are behind a firewall or router that is blocking the website without you knowing. If you have windows XP, that has its own firewall that could be causing problems (not likely).
In the end the only thing I can recommend is that you try various things. If you have a firewall or router, disable it. Check your browser and OS and make sure everything is running properly. Call your ISP, and tell them I’m having trouble connecting to this website, they can usually be quite helpful with these issues and should be able to definitely tell you if the problem is on your end or theirs.
