Reduce MOA-1 base damage to 60. This way the easiest to use rifle doesn’t kill heavies with just a single shot and makes the FEL-IX a viable option as after this change it would be the only rifle capable of instakilling a Fragger. This change would bring some of the much needed diversity to the arsenal.
