If a gun is suffering from oversampling it will perform significantly worse than it should be. Oversampling is when your burst fires / single shots get a huge delay increase after a while, and its just due to how a server takes in inputs - when this kicks in the server stops recognising the forgiveness of clicking a tiny bit before or after, and thus doesn’t fire. What the mouse wheel did was circumvent this, to my knowledge, by inputting continuous commands at a faster rate than a mouse click could.

Ye I had that one wrong. The problem is just that accidentally oversampling your weapon and balancing this out takes a lot of skill and makes Semi-Auto/Burst Rifles a lot more skill-dependent in many other games (Planetside comes to mind for me). Problem is, weapons in this game are super easy to use, the ones that are hard to use and provide no additional benefit other than being different (in that they are not stronger or anything), why should I use that weapon?

So they nerfed burst fire rifles so that people who could perfectly avoid oversampling didn’t gain an excessive advantage, now they are (hopefully) making burstfire rifles less punishing if you oversample, so that the guns are easier to use. Sounds reasonable to me. You will still have to click more, but clicking more in exchange for a mild advantage in dps seems like a pretty fair trade.
