A handful of the community actually find the Molotov a bit on the OP side since it takes about an average of 3 seconds to kill a medium health merc if they stand on it plus gunfire, they’re 99% dead meat.

Only beginners cry that he is too strong because they were burned too often 
I think that when people learn to counter molotov’s fire he will be considered slightly underpowered. 5 second cooldown reduction would be great, maybe even larger? But I’m not optimistic he’ll get it considering how SD don’t want to even slighly buff Phoenix by reducing pulse cancel cooldown to 50% from 100%.
It’s awesome when you get direct hits but doesn’t really feel very areadenialy for me.
The counter consists of having the right merc in your team. If you don’t, you can’t counter. Fewer people play Fletcher, Nader, Fragger than you think. Throwing a frag grenade just to clear fire is a bit of a waste.

I’m gonna say he needs it shorter, but only because Stoker has become my main merc and I’m SUPER BIASED.
The cooldown is OK as it is, considering the molotov can kill most low-life mercs with a direct hit.
Believe me, 40 seconds is short enough. That’s roughly one for every two respawn waves.
I’d like to test Molotov on 30sec cd, considering comparing it to other fire support abilities, this one can be countered in many ways and it doesn’t really offer the damage part in addition to the are denial that Kira and Arty can provide just as well. But in all fairness Molotov can be used inside so I think it’s rather fair as it currently is.
Not only can you use it inside, it is so versatile. And there are so many more ways that you can use it than the other fire supports. I’m fine with it the way it is. Of course I won’t mind at all if they reduce it.
Considering that this is the fire support ability hardest to avoid (when thrown at you) I think the cd is good.
