This may not be what your looking for but…if you want you could try TAW (the art of warfare). we are a gaming community of people all over the world. We do plan to play in DB competitions eventually but its not the main focus of the group. We have members of all different levels and skills as well. Its really alot of fun to play together, and we are always talking together. there is an application process but its really easy and not hard to do, and pretty much anyone who wants to join, can.
