How do I get 1ms in game to match the monitor, if possible?
What is the 12 Percent?

What is the 12 Percent?
Percentage value is either CPU or GPU usage. Considering how powerful your GPU is, i would assume it’s GPU usage seeing that the value is 12%.
The value shown in milliseconds is the amount of time it takes your GPU to render each frame (unrelated to your monitor’s specifications). 180 frames x 5.55 milliseconds/frame = 1000 milliseconds (1 second).
Note that generally the “Xms” that is advertised with monitors does not represent the monitor’s response-time, rather the grey to grey time.
