100% cpu usage problem

hi all
I have problem with dirty bomb on steam version(I didn’t play on nexon version before
so I don’t know if the problem with steam version only)
the game always uses 100% of the cpu even in menus
and never use the gpu sources
in med gameplay the gpu usage/load is setting at 30% with a maximum of 55%
of course the game is lagging and I hear sound echoing
my cpu is intel core 2 duo e4600
and I have both windows 7 and 8.1 and no luck with both
does any one get the same problem
and if anyone knows fix already please let me know

turn off One Frame Thread Lag (Interval)

thanks man the game is now faster but still not that fast
cpu usage still 90~100%
