Because extra supplies are a waste on Stocker (unlike on medics or even arty/sky) - you drop station once in a while and then forget about it.
Deagle is more spammable/reliable compared to simeon.
The only perk actually useful in OP’s card is drilled, other two don’t really help you in combat (spamming jumps won’t save you against any decent player).
This being said, it’s a matter of preference and for me drilled and machete is enough to pick T65 over others. Other card just has more useful perks but we all know that Stocker has rather shirty loadouts compared to many other mercs (namely Arty, Saw).

I’m not really arguing, but having mechanic, chopper and double time rather outweights drilled, supplies and (oh lawd) springy.
Don’t wanna sound like a dick - I’d die for your silver and although I have the other card, I’m currently using iron T65

For me drilled is an amazing perk. And I hate double time, I can’t reload cancel with it.
