That’s true now with Gen 2 - but in Gen 1 his best card had the M4 (it had Unshakeable and Explodydendron). To be honest, I forgot that they made the BR cards better now.
well, br16 as is now is sooo much better than M4 or LMG that people chose it in spite of the perks
Imo I think it depends largely on playstyle.
For the M4 card with Spares and Drilled is best because I get most of my kills with my gun, and the explosive radius isn’t enough to kill anyone. Getting a nade on someone’s feet is infinitely more effective.

Whhhhhy are you angry over concussion grenades and whhhhhhhhy would you make them cookable? A nade from Thunder will blind the hell out of you, so if you cook them, will they blind you more? Also there are videos on Youtube teaching how to use his concussion grenade. Simply throw the grenade, look the opposite direction, or throw it, and hide behind cover. It also depends on the Thunder’s timing & positioning, sometimes you can easily kill the Thunder even if he does stun you. All you have to do is start shooting in directions until you hit something, and the Thunder will die. Also in SOME situations you can actually dodge his grenade.
