No, the idea was to allow you to crawl a short distance to somewhere that a medic could more easily reach if you had died out in the open.

it was put in GOW to stop getting headshot so easy after being downed by a none headshot from a sniper mostly, they did nerf the DMG of body shots in two also if I recall.
