What .Chris said is what i understood as well.
Unlike hammer where you had to set up where people could go and not go ect. What governs the SMART system predetermines where you should be able to interact dynamically via SMART you just have to say " NO SMART DONT INTERACT INTO THE OCEAN!" ect

ambient real-life appearing/behaving environment, is good feature, in short.
point is current engines lack [efficient]support for such things. ie functional/procedural approach to create/implrement it.
except unreleased CryEngine 3, maybe.
