I don’t think it would be. RAPID FIRE shotguns are said to be heavy weapons, not all shotguns.

Shotguns aren’t heavy. Plus it’ll be the perfect weapon for a light. Useless at long range, but good at close combat. However since lights have low hp they are more vulnerable at close combat, so they got to take that risk.

IF it’s not included in the game by default for balance purpose, then it would mean that light+shotgun = OP.
