You can draw some assumptions about low levels being unskilled because they don’t have the same map knowledge or experience as higher leveled players but you are right level does not indicate everything.
Min10 servers on the other hand tend to be more difficult than regular pubs as self selection bias tends to kick in and the players who want a more difficult experience will go there specifically for that reason.
If you’ve ever played a min20 server then you know the joy of those games. So difficult but so team oriented. It’s like how comp should be.[/quote]
I’ve never played on min20, the AUS ones are always empty. Pretty sure there’s barely enough people 20+ in AUS to fill one and even less are actually good enough to make a nice challenging game anyway. 
But, in my experience, min10 is really not much different to unrestricted servers. There’s almost no difference between a level 9 and a level 10-15.
