Just remove all ability enhancing augments and all the loadouts should become rather average, kind of like Stoker/Phoenix, you could actually choose a loadout based on your own preference and not pray to the RNG to get that 1 single loadout that is useful compared to the other 8.
My idea of balancing Phantom loadouts:
Chopper only on non-katana loadouts to make his melee not feel completely useless without a katana loadout.
Less Untrackable because of his ability and add more Quick Draw to encourage switching between the gun and the melee, so you wouldn’t look dumb chasing some really fast merc when you goofed on your first stab. Also I’d like to see a lot more Sneaky in his loadouts, just buff it a ton to actually make it compareable to other augments(I think it should be like 100% or near it to make it matter).
I just thought of Sneaky when a Kira with Big Ears heard my shield to be exact from surprisingly far away, about twice the aura station radius or so.
