If it’s any consolation, I’m taking a break as well. Notsomuch because of phantom as because the current build’s netcode issues make it virtually unplayable to begin with. Now add to that a new, powerful merc that turns invisible and can 1 hit the mercs I usually play anad voila-mouse firmly rooted in the drywall of my wall lol. So yeah, taking a break until the next build that seems stable. 
In regards to phantom feedback, having some time to have given it some thought, I would suggest the following(bare in mind I’m repeating some things others have said for the sake of keeping my own thoughts together):
Also keep in mind that these are just random things I feel might help and are not necessarily meant to be implemented altogether-it’s more a pick and choose kind of thing…
Slow him down just a tad(not a lot) to give the lighter, easier to kill mercs a better chance(they’re going to be at the disadvantage either way, so really this shouldn’t be game breaking in any way for phantom players as they will still have the upper hand-just not quite as much of an upper hand).
Replace stealth with disguises(old school style). Let him be able to [quickly] take clothes from a fallen enemy and use that instead of cloak. Not only would it not be considered “cheap” by most players imo, but it also still gives him a stealth advantage(like the cloak does) while also adding a level of depth and thought to his gameplay which I feel is currently lacking. It would also not hinder his “sneaky kills” ability much, but would make it easier for savvy players to spot. And would encourage communication from, at least, the player he disguised as(that’s not me guys!! he’s in disguise!). And any more communication than we get now is an improvement.
Make the shield an secondary ability which does not allow for attacking. That way phantom could still use it quite effectively to take excess damage and get out of sticky situations, but wouldn’t be able to use it for simply out HPing another player. In other words, just make it more like a regular shield that you use defensively rather than offensively. Still serves a purpose, still effective, but not OP(ok, I know some people will still say it is, but nonetheless I think it’s a reasonable compromise).
EMP Traps that expose the phantom and deplete his shield when he steps through them. Think of it like a landmine that only affects phantom. He wouldn’t take damage from it and could still attack, he’d simply be exposed for a short period of time against his will. Set them in the right places and you no longer get so easily back raped, but skilled phantoms will still find a way(as skilled players tend to do).
Offer secondary percs to mercs like fragger to throw an EMP grenade which has the same result as above, but for a shorter duration and with the option for the phantom to take small damage as well. This emp could be cooked, and each merc that got them would only get 1 so they couldn’t just be spammed everywhere the whole map.
Nearby airstrikes expose phantom. Nearby molotovs expose phantom. Smoke exposes, red eye exposes, etc. You get the idea.
Anyways, just my opinion, feel free to debate me.
