Yeah the difference between 100Hz and 120Hz isn’t as interesting as what 60Hz and 120Hz might be.
1366 x 768 would be a good resolution to test as well. If you pick a spot on a map (and on an empty server) with a lot going on visually, then switch through the resolutions without touching the mouse or moving the view in any way, what FPS differences do you get?
Guess we see how devastating this is.

~142 FPS/7ms @ 1920x1080 with a full server (16 players) on this resolution I get around 90 FPS and it’s unstable

1024x720 isn’t a standard resolution. I’m guessing you mean 1280x720.
At such a high framerate it’s going to fluctuate a lot because very narrow differences in frametimes correlate to larger differences in framerate.
E.g. the difference between 200 FPS and 170 FPS is only 0.0009 seconds (0.9 ms) but the difference between 60 FPS and 30 FPS is 0.0167 seconds (16.7 ms).

Just wanted to throw my specs in; I know they’re becoming pretty outdated, but DB is the first game that causes me a lot of issues. I had to play the game on my father’s PC over Thanksgiving as I left my PC at my dorm, but his is almost the exact same setup, but he had a quadcore AMD (will have to look into the specs later), but his played so much more smooth.
I’ve tweaked the .ini to have things like detailMode to 0, maxAnisotropy to 0, etc., to try to boost up my FPS. I can get 50ish if I’m standing still and looking at certain walls, but in firefights it never gets above 35 to 40 (I’d say it hovers closer to low, low 30’s); the difference between the smoothness of my game vs that of my dad’s PC is insane.
Don’t kill me for the double post. 
I just played a couple rounds of DB and the game feels so much smoother in TDM than it does in OBJ or SW modes. I max out my FPS a little bit higher in TDM (almost 60 FPS), but just overall everything felt so much better than it has recently. It felt like I actually had control over my character, gun, etc., and when I went to play an actual round of OBJ with everyone, my gameplay and performance went back to what it usually is. Even though my ping rose about 40ms (went from 104 on a US server to 148ish on a UK one), the sluggishness I felt wasn’t completely related to that as my FPS would continuously start dropping in firefights or other areas of interest again.
