Are you awarded the same amount of xp for all buffs?

Well, this thread made me decide to spec purely Engineer with a few Soldier abilities as a backup and a few of the obligatory universals. I know I have two R5 abilities listed, but I plan to not get any ability on level 19 and just stack my 2 points to get both R5’s at level 20.

9 - Command Post Upgrade (R3) - Engi
10 - Medium Turret (R3) - Engi
11 - Resupply Rate Increase (R3) - Uni
12 - Kevlar Vest (R3) - Soldier
13 - Extra Magazine (R3) - Soldier
14 - Silent Running (R4) - Uni
15 - Improved Weapon Buff (R4) - Engi
16 - Extra Landmine (R4) - Engi
17 - Frag Blast (R4) - Soldier
18 - Grenade Damage (R4) - Soldier
19 - Gatling Turret (R5) - Engi
20 - Satchel Charges (R5) - Soldier

Can you actually stack like that?
Why is scavenge a soldier skill? It seems more appropriate as a universal skill.
You can’t have two level 5 abilities tho.

Those seem reasonable to disable for tournamets except for Nerves of Steel imo. As long as disarming time is fine with NoS this will just be a passive ability every (defensive) engi needs to have as one of his 20 abilities which doesn’t seem too bad.
Level 5 abilities just seem way better than normal abiliites. Lazarus grenade I instantly felt it’s a little bit over the top for competitive gaming.
Actually you’re correct about NoS. 
As for Laz nades - I have a feeling the laz nades area of effect is pretty small.
With EMP - I think its the only real ability apart from caltrops that make Operatives a viable option as a support role.
Satchel - 3rd eye camera without the camera and radar… seems ok to me
Gattling - Like etqw, turret number limitations make them ok.

If you just stack points you can.
Lazarus grenade + Adrenaline, need i say more? Get a heavy, buff him, he’s a walking tank on choke points.
