Either ways not working

no… nothing… my whole usage of my CPU is 10% and memory of 40%

I assume you already installed the redistributables that steam tries to install automatically. If that is the case and you tried reinstalling the game which didnt work too it may be that your system or hardware is the problem. And if thats the case there is a huge amount of things that could cause this. I’ll just list a few things you could try if you want but I’m unsure if any of these help as I dont know the cause. Most of these things will be hardware or driver related.

  1. Re-check the system requirements and make sure you meet them
  2. Update your drivers (uninstalling them first if possible is recommended) especially Mainboard, CPU, GPU and Network Card… there could be more (monitor, audio, USB) also make config backups if you need them
  3. Update your BIOS (sometimes risky), Windows, Frameworks, Visual C++ redists and DirectX if not done already
  4. Check for hardware errors, especially your drives, your !RAM! and its sockets and also check your general hardware temperatures and voltages.
  5. Check for driver errors. There are alot of ways to do that but I recommend using the windows integrated driver verifier (look for a tutorial how to do so or ask me) Alot of people come across this problem. A driver causes an error and it is hard to find out.
  6. Check your system for DPC Latency (dpc latency checker or latencymon)
  7. Go back to stock clockings if you overclocked any of your hardware
  8. Since you have an Intel Processor, try only using the most needed drivers for it as some of them don’t do as much for games and could possibly even be a bottleneck/cause problems.

Other things you could try that might not be hardware/driver related:

  1. Use pre-defined configs and see if it works with them (like max-fps for example)
  2. Make sure to not run any programs that conflict with the game
  3. Check your Logs (Documents\My Games\UnrealEngine3\ShooterGame\Logs) for debug information and if you find something related to your problem contact the DB tech support with that information.

If you have a problem with any of these things I also might be able to help you out if you do not know how to solve them. I encountered a few of them several times.
