First of all, please drink a little less coffee or coke - whatever is driving you nuts.
Next, think a little about it. Did you package the loading screen into a pk3 together with the shader? If so, are you sure you uploaded it to the server folder?
Third: check if your pk3 can be downloaded from the server. If it won’t, players will not be able to see your “creation”.
You should try without shader file.
Just pack the two textures into a pk3 file (actually a zip file with a changed extension).
Path and name of your textures have to be the same like original ones.
x and y side length of TGA’s have to be power of 2 (just have a look at originals).

Do you own a server or are just connecting to a server?
You could also give a download link to have a look at your pk3 file.
May be there’s another mod file that changes these two textures and name of this pk3 is alphabetically behind the name of your modfile.

“gfx/loading/camp_side.tga” of “zzz_bbscreen.pk3” hasn’t a correct size.
And by the way this is porn.
Not sure what you want to achieve because the graphics files of “z_bbmenu.pk3” (the allied and axis flag) seems to be correct.
Not sure about the other files that are also in that pk3.
Some more porn in the textures folder of “zzz_bbscreen.pk3”.
Don’t like that and won’t help anymore.
