I don’t know what you want to convert, but there are tools called dos2unix and unix2dos to convert line endings to Windows/Linux format and vice-versa.
If you want to do this from Windows but can’t find a win executable: there are Perl script which can do this too, all you need is a Perl interpreter for the Windows platform.
