I think it is a piece of script that was required for Return to Castle Wolfenstein - scripts. You can safely toss it away nowadays, in your ET-script.
Why RtCW in this script, at all? I think KOTH was/is an old RtCW-map. And it has just been converted (by the original map-maker) into an ET-map. Somehow, little bits of RtCW-scripting survived and was included.
The image you see when ET is loading is stored in a map in the map’s .pk3-file. If you haven’t unzipped a .pk3 before I recommend it. Just take any .pk3. Why not my cool “loffys_ctf_prefab2”?´:

It contains the .map-file (!), so you can open the map in your editor!
To open a .pk3, just rename it mapname.zip and unzip it. You will find several folders. One of these is the “maps” folder, and the image you see when a map is loading, is found inside that folder.
