Personally, I met a lot of players who know how to deal with Phantoms and can take them out with Auras and Proxys at close range because of their maneuver skills. Personally I think the cloak just needs a tweak, like probably half the half, just 40 hp.
About the primary weapon, he didn’t have one in Alpha, I do find that kinda odd.

Tested it, you can block it by covering it, however it does act as a grenade if its airstrike effect doesn’t go off, so there’s that to worry about. Difficulty is about the same or slightly more difficult compared to WolfET.

SIDENOTE: I feel like the Lt’s airstrike was more deadly than Skyhammer’s.

1, personally i think hes too weak. people dont hate him for his effectiveness they hate him for his cheap ness, i only really see him dominate in 2 situations, amongst new people that havent learnt to hear and see the cloak. hes actually less stealthy than any other merc, no other merc has a high pitched whine to warn you hes coming up behind you. and when hes on a defense team thats dominating while the attacks are trying to proxy rush objectives.

before he came along there were several polls of most annoying merc to face and vasaline won every one, though no one thinks hes op, phantom has the same “i didnt get to fight back” feeling hes not fun to be killed by , theres no way to change that its how assasin types are. they im sure will bow to the whining 0,01% and nerf him to the ground

i do on occasion play him as i find him fun but im terrible with him and no ones fooled by his cloak in the games i play, my main loadout is proxy-aura-rhino. and rhino is close to a hard counter to phantom.

I think it was too. But the Field Op’s airstrike marker was on a global timer so all Field Op’s had the same timer, if my memory serves me well.

I still think Pineapple Juggler Perk should be able to toss airstrikes away

This would instantly make it one of the best perks in the game though. A single person with the perk could make sure an EV rarely if ever goes down. Skyhammer would stop being played.

Hate to point it out. You prefaced several of your “balancing issues” with they are fine in competition.
That means they are fine.
The game gets balanced around comp-play. It is the place where slight imbalances in a Merc have the biggest impact in either direction. Is the Merc so good that he is a must have or are they so bad that no one brings them to comp. Pubs on the other hand have such a high skill variance that you can stomp or get stomped with any merc. Hard to balance around that.

What you describe is in most cases simply merc stacking, it is a known problem. A team full of one Merc, is hard to counter since it needs specific counter setups. Which are hard to organize in pubs.
